The problem
Shouting is not a communication plan
Speech needs to sit well above the background noise before anyone reliably understands it. On a floor running at 90–100 dBA that is not a volume a human voice can reach, and it is not a volume anyone should be exposed to in order to hear a safety briefing.
So the workarounds pile up. Shout and repeat. Pull everyone into a conference room and lose the context of the equipment you were talking about. Hand out radios and wired tour headsets, then sanitise, recharge and count them back in. Post the briefing and hope it gets read.
And through all of it, the people who most need to understand the safety instruction are frequently the ones least served by hearing it in English only.

The 85 and 90 dBA figures are the action level and permissible exposure limit in OSHA 29 CFR 1910.95. The production-floor range is a general illustration, not a measurement of your facility — your industrial hygienist's dosimetry is the number that governs. Twenty people trying to hear one guide in a space that was designed for a process, not for an audience. The front six hear everything. The back fourteen hear the compressor.
The traditional fix is a whisper system — a transmitter for the guide and a receiver plus headset for each guest. Site conditions to check first
This runs over cellular or Wi-Fi data. Coverage inside heavy steel structures, below grade, in vaults and in some process areas is frequently poor or absent — walk the actual route with a phone before you commit to it for anything safety-critical. Where your site requires intrinsically safe equipment or prohibits personal electronics in a classified area, personal phones are not an option and this is not the right tool. It is also an addition to your emergency notification systems, never a replacement.
